Whereas in the past, Blizzard meant for everyone to focus on a "main". I think they are trying to encourage players now to make several characters and level them to 80. Part of it is to get longtime players more interested in the game, but I think Blizzard also thinks it will help player complaints in PvP and PvE. If everyone has three 80s with easy epics, they won't complain so much about their class being weak. After all, there is a good chance one of their 80s is good at PvP and one of them is good at PvE.
