I leveled my Shaman (my main) as enhancement, and the two biggest landmarks in my opinion are level 40 and 60. Dual wielding at 40 is a huge help, and at 60 you now have your main 'arsenal' of abilites, including the fantastic maelstrom weapon and spirit wolves, so you feel very powerful while questing.

I'm only just now leveling as elemental, in my 30s, so I can't comment as much on that.
