I think they could save arena if they Set it Apart from WoW as a whole. Warcraft isn't the same as Defense of the Ancients which isn't the same as Demigod. Arena is a unique beast whose limitation is PvE WoW.

If they restricted normal classes to PvE and Battlegrounds, and then made WoW Arena a whole different beast, and then balance accordingly, It could be fun for all involved.
