I haven't really read that myself, from the comments I've seen. GC has actually answered this topic a few times, and it's basically that they don't want PvP and PvE to be 2 separate games.
While there are some abilities that do act differently in PvP and PvE (which are pretty much just CC durations), if -everything- acted different then you might as well be playing different games. Sure it might be easier to balance that way, but it's harder on the players to jump between them.
WoW is a game that includes PvP and PvE content, and they just plain don't want to put walls between each aspect. Remember, after all, there's PvP in more then just instanced zones. It would be pretty jarring to have the entire game suddenly change just because you got attacked by another player while attacking a mob.
