I totally agree, and have always wondered why Blizzard didn't do this. I then realized that the reason is probably because a tabard is a piece of gear that is worn on our bodies - it takes up a gear slot. It has to be a physical item to do this, not a spell. Pets and mounts are summoned. A spell can summon. A spell can't be worn.
So my proposed fix is to have the tabards converted to spells that CONJURE tabards, in the same way that mages conjure food. You could then equip it until you logged out or conjured a different one. The spells could then go to a tab like the pet and mount spells. So instead of buying an actual tabard, you'd buy the spell to conjure that tabard.
