I think what he means is that your partner does not have to be grouped with you when you do the quest, only when you turn it in. That is definitely true. I was recruited and I would spend a few hours questing alone, but waited to turn the quests in. Then when my recruiter logged on, he would come to where I was, group with me just long enough for me to turn in all the quests, and I would get the 300% bonus.
That way, he could spend time doing level 70 stuff, and I could spend time doing low-level quests, but I would still get the bonus for all my turn-ins. Of course, I would only get kill bonuses if he was grouped with me during the kill on one of his alts that was close to my level.
