Interesting numbers. But to be sure, for a 10-man guild, you don't need 440 people / accounts / characters to be successful. My guild has exactly 11 active members. That's it. 11. We run Ony-10 / VoA-10 every week no fail. We piecemeal Ulduar 10 week-to-week and we also run ToC-10 with ONLY 11 people. Our guild ranks fairly well on GuildOx (13th on 10-man strict for whatever that really means, I don't know). What I am trying to say is that it isn't the size of the guild that makes success, its the consistency of play times and consistency of raid times and the expectations of the players. What I love about us is that we almost never have to bench anyone. Yes, we occasionally pull from the friends list, but we rarely bench a member.So, I wouldn't fret about having a small guild so long as you have that schedule that players adhere to.
