judging solely on the gear that drop in the new 5's, i would say that u need to be in heroic 5ToC or Ulduar10 in order to do the regular ICC5's. And to do the heroic versions you should have mostly 226-232 ilvl gear (Conquest/Triumph badge gear and T9). I havn't run them on the PTR, so that's just my assumption based on the gear that drops in them.
