The new instances are like the TBC Caverns of Time instances. You had to complete Durnholde before you could do Black Morass.

Also, you (and anyone you're grouped with) will have to unlock PoS and HoR before they will be available to be selected manually or chosen as a random dungeon in the new dungeon tool.
