This may have been mentioned in previous comments, but I'll point out here that compared to the current expansion, the need for more than 2 or 3 tanks was greater as you look earlier in WoW history.
Even as early in BC as T4 you had encounters like High King Maulgar and Magtheridon, which, if they didn't require all tanks to be properly specced still required people to perform a damage-taking role.
I'll disclaim that I'm not quoting a dev here but I'd venture to guess that they decreased the 'number of tanks required' for the same reason we don't see any 'mage tank required' encounters anymore--having such a high requirement for a role that relatively few people can fill is a downer. Not many people play tanks, and Blizzard understood that, but in the same breath they introduced a new tanking class and made tanking 'easier' and 'more viable' across the board to make these roles more attractive.
Two contradictory actions that ended up bottlenecking the tanking population.
