Any idea on what kind of gear you need to do the IC 5mans? I'm guessing ilvl 200 for normal and ilvl 219 (avg) for heroic.

Let me start by saying your numbers sound realistic, in terms of other heroics and gear needed to run them. I guess my question would be, what roles are you talking about? A tank in 219 level gear would probably get run over by some of the DPS that will be farming for the Broken Hilt.
You don't sound like a jerk, so I am guessing this is not a way to filter people through GearScore when the realms come back up. I would look at it like everyone looked at MGT in BC days. Heroic is for serious people, and reg is tough on its own. I would err on the side of caution and recommend 213 for reg, 226 for heroic until groups are comfortable moving through it.

@jim
having full sets of gear the ilvl of the instance means you get no upgrades in it...
i fully plan on taking my 5k gs main through there tonight (and i secretly hope to get plowed over and have to struggle to make it through) but i also plan to take my lowbie 80 alts through there with friends once i know the fights. challenge is all well and good but we all want phat lewtz too :)

My question was more towards figuring out when I was ready for this (or my guild for that matter). We have some people that are only in blues (unenchanted, ungemmed) who aren't really ready for anything tougher than TOC. Similiarly I have some alts that are pretty undergeared, and I don't want to do a disservice to the group.
Regarding GS, it's pretty helpful to know what kind of group you'll have, but I think the average GS of the whole group is the determining factor if you are using gear as a measure. Some groups we just didn't have enough to get through the instance (like hHOS the Brann event), and some groups even though one guy was in greens another guy was in TOC25 gear. Skill is still much more impt than gear though.

to generalize gear requirements, considering the drops in the new dungeons, I would guess that the intended progression path is
219 = HToc5 = TFH(FH?) Reg
232 = ToCr10 = HTFH
So if the people are capable of running the aforementioned 3.2.2 dungeons, they should be okay with the new ones.

I use the gears iLevel quite often to determine if something is an upgrade, then look a the stats more closely.
Accordingly, if people are kitted out in mainly 219 gear from ToC5 Hc, then the normal version of IC5 shouldn't be much of a challenge to them so after running it once or twice to get to know the encounter, I would think it would be onto the heroic version for a real challenge and upgrade in gear!
