It drops from Scourgelord Tyrannus, the last boss in PoS.

I was about to post this. Just got the Femur night before last. But it's heroic, not on reg runs.

Yeah, I got the Femur last night too, right after getting http://www.wowhead.com/?item=49790 off Devourer of Souls on Normal. And so much other mage gear. It was phenomal. :D
