I'm not asking to be a jerk; I honestly don't know and was trying to guess. I can't remember all of the capital city portal drop-off locations to be honest, but of the ones I *do* remember, all of them seem to be open areas where you can stay on your mount. TB was the only one I can remember offhand that dismounted you, and it was always a pain in the butt.
