It was originally even higher, but was stealth-nerfed almost immediately to what it is now, before this hotfix. I saw 4 drop on day one, on each of my alts, then the servers went down, and I haven't seen one since. I know that's anecdotal, but I'm far from the only one with that or similar experiences.
