If somebody in the group has not completed the quest, anybody who HAS completed the quest should automatically pass. If everyone has completed the quest, it should be treated as unique so that people who don't currently have one in their inventory/bank/auction house can roll to sell it for themselves.

Yes it favours people who want the item for the quest reward rather than people who want to sell it but is that even a negative?
