I do not believe that is correct. The gear check was originally designed to group premades with premades or a well geared group against another well geared group. It was not intended for twinks, since there were generally not enough of them to have their own matches anyways. Blizzard's recent update (I think 3.1 or 3.2) where you can elect not to gain xp in a BG was the twink killer, since they would have to wait for hours to get a game.
