When I hit 80, I too was blocked. My gear was a mix of item levels 132 and 178 or so. I went to the auction house and bought whatever I could so that in each slot I had a level 174 or 178 item (plus two 200s). After that, I could queue for heroics. That was all it took - 200 or 300 gold and a trip to the AH.

A tip for someone who might not want to spend the gold - I don't know if they lock them as well but queue for the new regular versions of the 5 mans, as well as TOC 5. You'll get far better gear from them then you would in something like H HoL.
