I understand where you are coming from, but I think the benefits outweigh the drawbacks. It's still possible to end up with tons of badges and be totally fail at what you do. In earning my "Patient" title I've seen warlocks in almost full T9 doing 1.5k DPS.My problem is that my warlock has to spend 30 minutes in the queue waiting for a group if I don't have any friends on who can tank or heal.My druid, who is dual-specced and well geared for both healing AND tanking, gets groups as fast as I can press the "Join the Queue" button.I think it would be fantastic, as someone who took the time to level a healer/tank to 80, if I could have an account-wide Currency tab, so that I can continue to use my farmed emblems from chainrunning heroics on my healer/tank to help gear out my DPS.If the price of that is a higher likelyhood of getting geared people who can't play? Bring it on. Ultimately, there's two kinds of players: Those will take advice, and those who don't. The ones who take advice, even if they are inexperienced, with learn quickly. Those who don't will stay noobs no matter how long they play their class.
