I remember looking at the Zul'Drak map and seeing at the far end a huge temple, with everything in the zone seemingly leading to that temple. I thought, "holy crap, another epic Black Temple-like raid." Unfortunately, it was just another 5-man, but it does seem that given the expanse of the inside of Gundrak and the way all the quests in the zone lead you there, that it may have been originally planned to be something more.

With as much scourge activity in Zul'Drak, they easily could have made a mini-Naxx 5-man dungeon with one of the floating acropolis' in the zone and then leave Gundrak as a full raid, either released originally with the expansion or with a later patch.

I think Gundrak was a missed raid opportunity.
