For the lower levels? Anything that is not a heroic is tankable by any tank-capable offspec class. Granted that the resto druid and the holy paladin will have a harder time of it... but a retri, cat, arms/fury, whateverDK? Perfectly capable of tanking ANY non-heroic currently in the game.

They still need some gear to do it; the regular gear requirements go for them too. And they do need to do it in the class' respective tanking stance. But obeying those restrictions? Totally perfectly doable. It was expected that they would be doing it while leveling before dual-specs.
