They're not nerfing it, they're making the gear requirements to get into it higher. I hope this weeds out the priest in the pug I was in a few days ago who had a few unenchanted/ungemmed 232 pieces, some 200 pieces, a few blues and a green and refused to heal the dps, even during AoE damage. A friend's tank and I zoned in and there were already piles of bones on the floor and no bosses down. Hopefully this change will stop that priest from getting into H-HoR until they are much better prepared.
