I see the Orcs as a copy of the Mongoloid Tribes who although were adept warriors and archers did not amount to much because their various tribes and clans were scattered. It took a leader to unite and solidify them as a whole (Genhis Khan) before they conquered half of Asia. Look at Germany prior to World War 2. It had the conditions, yet a leader is needed. The Orcs are similar, yes they are capable of brute genocide but what race isn't? Surely if they were if they were left alone, I believe they would not amount to much. Throw in a Nerzhul and Guldan and u have your catalyst.
