To further monkeywrench the "51 points in XYZ spec" idea, my tanking DK (granted, level 74) is 23/23/19. He's a solid tank with good gear, high threat, and a lot of great survival talents. Frigid Deathplate, Veteran of the Third War, the standard 5/5/5, Imp Icy Touch, 15 second DnD cooldown. Heck, I'll probably continue to 80 and be 23/23/25. Raid bosses might omnomnom me, but for heroics I'd be fine.

The flaw in such a strict requirement would be to kill nontraditional but effective specs.
