The reason this works is because Dispel Magic triggers the GCD. If your focus has something dispellable, the first line of the macro will dispel it. Then, the GCD prevents the second line from executing. If your focus does not have something dispellable, the first line of the macro will return the "There is nothing to dispel" notification, then the second line of the macro will dispel your target.
