Wait, so what exactly didn't they expect? They had a sanctuary city in TBC, with vendors, banks, etc. Dalaran is essentially Shatt condensed to 1/2 the size. I'm really dumbfounded on this one...

Not to mention your forced to use your ground mount or be on foot inside the city (up until few patches ago, i mean), so it squeezing everyone closer together as well.
