It's not so easy to solo Raids anymore due to having to have five people in a group to convert it to a raid. I WAS getting rich getting my Zandalar rep:(

I was in SSC getting the Lurker Above achievement in a 2-man raid yesterday. I don't think Frank's comment is accurate.

You only need two people in a group to convert it to a raid, you can also have the other person drop if you want, (They'll still be in the raid if they go offline) and you can continue to solo things.
