From my experience this can't happen. I remember when achievements first came out and I was working Horde Kalimdor. I got the achievement when Silverpine was counting towards Kalimdor. A few days later the patch came out to correct this, but I still had the achievement. I did Eastern Kingdoms next, getting double duty out of the Silverpine quests. So I think the game only checks achievement requirements while you are working on the achievement. Once you have it, the game no longer checks so your quest total could go lower and you would keep the achievement.Blizzard can still take achievements away manually if they think a lot of people used exploits to get one of them. It just won't happen automatically by the game as statistics change.
