If you have the time (and the tank has the AoE threat for it) this can be improved further by setting up a /castsequence macro for Flamestrike rank 9 and then rank 8 followed by blizzard. The two ranks of flamestrike have independent dots that will stack on top of each other and will both be up for the entire duration of the blizzard. Assuming no pushback, your blizzard cast will end just as the first flamestrike dissipates.
