Growing Pains: How to approach gearing up your tank

First off, please, don't pass on tanking gear just because it's blue or dropped in a normal or heroic. Just because it's not iLevel 232+ doesn't mean it's not good. You should be collecting and using upgrades as they drop, even if they won't immediately put you at 35K health. Please remember also that a lot of people ran these instances and heroics back when Wrath first released with 22k or so health: despite what speed obsessed or hyper geared players will tell you, it is indeed possible to tank all the original Wrath heroics in blues.
Take the Nerubian Shield Ring, for example. If this drops and you don't have better, roll need on it. Don't worry that people will lose their shard, don't let people give you grief on gear not being up to some ridiculous standard, just take the ring. It has armor, defense and stamina. If you're there as DPS but you want to build a tank set? Roll need if you don't have better. Just ignore people who give you grief over it, clearly they don't understand how important every possible upgrade is while building a tanking set.
Frankly, a lot of the blue drops that people autoshard now were once required and are still pretty solid for tanking higher level content. I tanked with the Essence of Gossamer for a very long time because it was a 111 stamina in a trinket slot at a time where there were no Brewfest Trinkets, no Black Heart, no Ulduar 10 or 25 and no TotC/GC. If you are an up and coming tank or a DPS who wants to build a tank set and you don't have two stamina trinkets that are better, then why are you just letting folks turn the Essence into a shard? Shards are cheap now. 111 stamina for your tanking set is not cheap.
While we're on the subject, please don't be afraid to run specific normal instances before their heroic versions. Specifically Trial of the Champion, Forge of Souls, Pit of Saron and Halls of Reflection. Not only is the gear available from these instances of equal or higher iLevel to your standard heroic (TotC has iLevel 200 epic drops on the same level as Naxx 10, while the three normal ICC 5's drop iLevel 219 epics and some of those epics are very good indeed) - especially keep in mind that weapons and shields are under-represented on any emblem vendor (in order to get a shield for tanking from emblems, you will basically have to trade down from Triumphs all the way to Heroism) - the normal mode Halls of Reflection shield certainly better than the crafted gear you could obtain that's comparable. Likewise, for a druid tank, there's certainly gear in here you'd be interested in.
Also, don't forget the various lower tiers of emblem gear. While it hurts to step down your Triumphs to Conquest or even Valor (much less Heroism) if you simply can't get an upgrade for a slot anymore and you're swimming in emblems this is an option available to you. It's not always ideal and certainly you would prefer triumph gear. But that's not always going to be possible (there is no belt and only one ring available for Emblems of Triumph). Also, if you're purely running heroics, consider skipping at least one piece of your Tier 9 232 gear for the iLevel 245 helmet or shoulders. I can't speak to the druid options, but for most plate tanks the 245 hat and/or shoulders are worth it.
So in general, if you want to gear up to tank (especially if you're looking to move into the harder ICC heroics or even 10/25 man raiding) you need to be ruthlessly rolling need on any possible tanking upgrade (especially if you actually are the tank on a run: you do not owe people a shard if you can use that gear), running instances where upgrades drop even if they're not heroics, and scrutinizing the emblem gear very carefully to get maximum use of your emblems. If you're managing to collect frosts, in most cases the T10 tanking set bonuses (especially the 4 piece) make getting 4 pieces of T10 more valuable to you than picking up capes and trinkets, but that's a judgment call that's beyond the scope of this post. The only reason to pass on gear that is an upgrade to what you currently have is if you are DPS and there's a tank in the run who it is also an upgrade for: a simple "Do you need that?" can help you figure out what to do there.

I've definitely had some problems gearing up. I still have the iLv 200 Blue bracers that Salramm drops in H-CoS. I don't get into raids much, i haven't had the bracers drop off Anub'Arak in H-AN and I really don't want to 'waste' 60 Emblems of Triumph on the Valor BoE bracers. I'm trying to put together a PvP set and a DPS set as well, and I feel that my Triumphs are better suited to that.

Spend 65 triumph on crusader orbs, but 10 titansteel bars, and get someone to craft Saronite Swordbreakers. They will be BiS for along time to come, especially if you arent raiding yet.
Much more effective way to spend your emblems, considering the Valor bracers are 5 emblems less.

I'd agree with Narshe on the worth of getting the Saronite Swordbreakers, but I'd question the means. I think this is something that the article overlooks: flexing your wallet!
If you are gearing up a tank now it might be that you are a late starter, but it's equally likely that you are gearing up an alt or re-roll. Maybe you have a very generous guild that's bankrolling you. If you are sitting on a big stack of cash, it's worth knowing what you can buy.
As a warrior or DK, the 4pc Tier 9 bonus is pretty ignorable. Nice to have, but not worth gearing for when you have better alternatives. With that in mind, certainly consider Breastplate of the White Knight (in addition to the offset ilvl 245 badge and shoulders). If you are really loaded, Pillars of Might are awesome (although the lack of defense rating could present a challenge for the fledgling tank). The Ulduar craftables (Spiked Deathdealer boots and Indestructible Plate Girdle) are superseded by the newest instance drops but worth considering if you have more money than luck with drops.
Obviously the cost vs benefit will vary significantly from realm to realm. Crusader orbs are pretty cheap on my realm, so it doesn't make much sense to burn emblems on them if you are aiming to gear up as quickly as possible.

For a druid tank, I don't know about the 245 helm, but I know the Onyxia 10 helm is certainly better than the T9 one. Better socket, and better stats so the helm is the one I'll be buying last as I farm Ony for the moose ears (not a single drop yet ;_;)

the drop rate on the onyxia helm is only 6% which to me means its a happy bonus if it drops but don't expect to get one

All the Emblem of Triumph vendor's gear and even the Conquest vendor's gear is worth picking up if you can't raid, give or take a few things.
Beyond that, don't be afraid or intimidated to tank heroics with 22k or 24k health. You'll get jackasses complaining and some that want to kick you but every tank had to start somewhere and not everyone has other lvl 80's that can give them a quick jump in gear via craftables.
There's another thing though. The Titansteel Helm and shield are both quality items at the heroic level, same for the Earthguard Ring and Argent Tourny champion's 1hander. If you don't put in the effort to get these (or similar) sorted out then maybe you deserve a small part of the heckling you'll get.

If you're upfront in the beginning and let the group know that you're a) gearing up and/or b) new to tanking, people will *generally* show a lot more restraint and patience. There are still a few people out there using the Dungeon Finder that remember the "good ol' days" where heroics were - heroic.
I dropped holy for prot as my Paladin's offspec and created a macro to use on entry into a dungeon:
/p Hi everyone. I'm still gearing up for tanking so please be gentle with me. If you'd rather a faster run I'll understand and will drop group.
With the exception of a few people whining, almost everyone has replied positively.
Just as an off-topic, has anyone noticed the differences in "personalities" of players depending on realm?

One thing I don't like about that macro is that it implies that YOU should be sorry for running heroics at your gear level. If you were a fresh eighty in greens, then you have a reason to feel like the others in the group are carrying you. But you're in the gear designed for those dungeons, so you have no reason to drop group. If the elitists/hyper-runners have a problem with that, they can go find another group.

I agree Bigmu except on one point. Don't pander to the speed junkies and say that you'll leave group. You're only reinforcing their idiotic notions. I Tank and occasionally DPS in heroics and I have never kicked or allowed someone to be kicked for their gear. If anyone gets grief about their gear in my group I tell them everyone started somewhere and that if they didn't like it, they could always drop group and find another better suited to their needs. That usually shuts them up.

Yeah, I was astounded at how many healers were complaining when I started tanking. I had 24k hp unbuffed when I hit 80, made myself the tempered titansteel helm / boots and the epic shield before I even started runs. Right off the bat, healers were complaining on EVERY run. I tanked just fine, they just didn't want to spend the time healing me. It's amazing at how LAZY people are now. When I healed on my level 80 priest, I had to heal for plenty of 22-25k tanks, and NEVER had an issue. Then, two days later, I'm in full T9 and no one complains. Kind of depressing.

I am gearing up my druid tank so I was a bit sad he didn't get much representation here, but I've been following most of your suggestions for him already. He has begun to join ToC10 and Ony10 raids, looking for some new gear and hopefully I will get him all set in the near future.
My plans are to get him the Ony hat, at least for looks (I've always loved the tier 2 druid gear) and find him a decent weapon really soon (he's rocking the H VH staff, and I have yet to see Orca-Hunter's Harpoon or Marrowstrike drop). Then there's also the problem of Mongoose. My druid's an enchanter, and he's almost 430, so I'm not totally willing to start buying enchants when he's so close (although it's a pain to level that profession when you aren't getting tons of quest greens), although there is, of course, the irritating problems of Mongoose. I'm contemplating making a Karazhan group to get the enchant and then hunt down the mats (I've got another alt who's working through Outland right now), although I could just buy the scroll off the Auction House.
Any suggestions?

My wife and I two manned Moroes (hunter and prot warrior): I'd expect you could possibly solo him as a druid tank if you were quick to shift heal and shift back to bear when he disappears.

Moroes is very soloable as a druid. Root the melee and be sure to take out the healer ASAP, even at iffy gear levels you should be able to take her down fairly quick as long as you keep on top of interrupts. From there, like Rossi said, just be prepared to shift to heal and you're pretty much golden. I managed it for giggles on an alt and I pretty much suck at bear, I'd imagine it'd be even easier for someone who actually knew how to play one.

As stated above, most any group of 80's can two or three man Moroes without much trouble, regardless of gear, and the drop rate for Mongoose seems to be 100% now, as it has dropped on every one of our weekly Kara runs to gear new 70s, so you should have no trouble getting this enchantment. You may even get lucky and get a nice mount from Attumen along the way.

Go solo Moroes! Droprate on mongoose pattern is now 100% and he's easily soloable by a druid tank. I have about 35k hp in bear form, wearing some dps items still and didn't have any problems with him. Just be sure to kill his healers first.

If you're going into Ony 10 looking for gear, try and get yourself the Reclaimed Thunderstrike by rolling on the Reclaimed Shadowstrike, not only is it two weapons in one, both are perfect for a feral druid. Even if you lose the roll on the Shadowstrike, with the 2hr trade window that's available you might be able to talk the winner of Shadowstrike (assuming they're not another feral druid) into trading you Shadowstrike and letting you use the charge off it to create Thunderstrike for your tank set and then trading Shadowstrike back to them. If you do win the roll on Shadowstrike you get a great set of feral tank and feral dps weapons.
