I don't think that you can talk to the guards and get stuff anymore. You have to buy it from the tokens you get from the dailies and you make bracelets by killing people with the Lovely Charm Collector's Kit in your bag which you get from the main questline. They have to be able to get you exp.

That was my greatest confusion since I partially did the achievements last year. Glad they removed the painful RNGness of the event!
