As far as I can tell, it's fixed. I ran both bombing dailies to completion after the maintenance, got precisely *zero* charms from it. Wish I'd stayed up the night before to farm more charms when I noticed it happening, could've had the entire holidays worth of bracelets ready to go in an hour or two. Ahh well, I've nearly bought everything I need/want anyways.

If you're still really hard up for charms, just run CoS, those zombies die *fast* and drop charms(one run oughta get you just about set for the four leader dailies).
