Maybe the problem isn't as bad as the figures suggest? Maybe a much higher percentage of legitimate players do actually get past level 10?

I agree with this, especially as we all know, once the gold farmer is found out and locked, guess what, they just create another trial account. And how much of that happened even before the restrictions were made, that percentage probably went up since the changes, and are not as low as we are thinking.
