Well, Arthas as the Lich King suggested that it was his ploy all along to get the greatest warriors in Azeroth into his domain so that he could take control over them. Obviously this plan backfired, due to the will of Tirion Fordring and the Ashbringer. So it's not that he couldn't have destroyed Azeroth, but that he didn't want to launch that destruction until he could prepare his harbingers of destruction (i.e. we players). That would explain all the times he let us survive...so that we could prove ourselves worthy.
