Patch 3.3.3 PTR: Random Dungeon Finder changes

The most important change is not in the official notes yet, but a Zarhym post clarified that there will be no cooldown on the vote kick function. Combined with the fact that we'll be able to put a reason for the vote kick in the interface itself instead of having to whisper everyone, I think the classes that queue as tanks for the quick queue and then make it clear that they can't tank will find themselves doing less dungeons a day now.
The other exceptionally nice part of these changes is that we won't need to scrub around in general or trade looking for a holiday boss group, and won't have to travel either.

Official Patch 3.3.3 PTR Notes- The Deserter debuff given to players who leave a dungeon prematurely when queuing via the Random Dungeon option has been increased to 30 minutes, up from 15 minutes. The cooldown for using the Random Dungeon option remains 15 minutes.
- The Random Dungeon cooldown is no longer displayed as a debuff. Instead, players will see the cooldown time remaining displayed in the Dungeon Finder window when Random Dungeon or Random Heroic Dungeon is selected from the pull-down.
- If a player in your party has the Deserter debuff, or is on cooldown from the Random Dungeon option, his or her character name will be displayed in the Dungeon Finder window listed as "On Cooldown," preventing the group from queuing.
- Anyone in a dungeon party can now re-queue their group for a dungeon, as players will still be prompted whether or not to accept their chosen role.
- Players who use the Vote Kick option will now be prompted to provide a reason for kicking a party member. This reason will be presented to everyone in the party except for the person voted to be kicked.
- When joining as a group, more generous level requirements will be used instead of Random Dungeon level requirements so that players of different levels joining together will be eligible for a greater number of dungeons.
- World Event bosses (such as Ahune for the Fire Festival) will now be accessible through the Dungeon Finder. Players must use the Dungeon Finder to access these bosses.
- Parties randomly created via the Dungeon Finder will always be arranged in the party interface from top to bottom in the following order: tank, healer, damage, damage, damage.
- If a random party is created via the Dungeon Finder and a player cannot roll Need on an item, a reason will now be provided.

@elstor. Wait for the 15min buff to wear off and then leave, you only get the deserter buff if you have that initial 15min "LFG" buff on.

Unfortunately, you either have to stick it out, or find something to do for 30 mins. Maybe be helpful and less annoyed. Remember we all were noobs at some point. And if you can help someone be less of a noob, isn't that really for the best? I queued for a random and got this DK tank with 20k hp and maybe 4 pieces of defensive gear....and boy did I tell him about him self, but I did it in a nonthreatening way and tried to be as compassionate as possible, then everyone left group and I had no debuff...yay!

Last night I joined a PUG for ToC Normal.
Two players were from same guild (tank + healer) with ~4500 GS
After the healer got some loot he wanted from the 2nd boss and started the 3rd boss, the healer started:
"Lol, can't be arsed to heal"
the tank started to kite the Black Knight and we dps started getting aggro and get killed.
"One down!" said the tank.
"One more!" said the healer.
We wiped and kicked the 2 guys.
So, in the next patch, we'll have to wait 15 more minutes to kick these kind of players that has as goal to ruin other players game?

@Wowcoholic: I think elstor's concern was more with noobs than with newbs; i.e., he was asking what happens if you get grouped with incompetent people who refuse to learn how to play (never mind "play better"; some people just refuse to learn how to play at all), rather than what happens if you get grouped with someone who is new to their role/their class/the instance/the game, but is still willing to learn. The latter is fine in my book; the former is what made me stop tanking heroics.

You seem to have misunderstood the change. The Dungeon CD is still 15 min; the 30 min debuff is for people who LEAVE. Presumably, you can still kick assholes 15 minutes into the run.

My main concern (or question) is what is going to be done with the info Blizz gets with the vote kicks. Here is the example -
Blizz gets 28 reports on Leetdps. Now, Leetdps is not a tank however he queued for randoms as a tank trying to beat the timer, and was hoping someone else would do it instead. Either that or the healer would just be able to keep him alive. Leet DPS was removed from groups for said reasons. Does Blizz then send Leetdps a strongly worded letter about exploiting the system? Suspend them? Penalty vary depending upon prior infractions?
Or does it do nothing with the reports?
Does it hold onto the reports for future LFD improvements?

I'm pretty sure the reports aren't going to be saved by Blizzard. They're just so that other people in your group know why a vote kick has been called.

If anyone is less than 2k dps they're doing it horribly wrong. You can easily attain that level with nothing more than blues if you have the proper spec and rotation. Anyone who's less than that needs to learn to play and it's not my job to teach them. They can go to EJ and find out what their problem is.

no trid, i know how you feel... you get so used to the tank being the leader of the party, and therefore being on the top... and then when it isnt that way, it feels all wrong, and you keep accidentally going to the top char and healing them when you should be healing the actual tank

Sometimes people who queue up for multiple roles decide to change which one they want to do when they actually get to the instance. I occasionally run with three dual-spec pallies, and they often decide after getting to the instance who's going to be doing what, no matter what the portraits say. We always clarify it for whichever random person ends up getting with our group.
