Yeah, it confuses me why people think this is an issue. There were goblins in Lordaeron, as anyone who goes through several of the Caverns of Time has seen. And Gilneas is right there -- it can be assumed that the worgen were captured after the events of the worgen newbie zone, which are explicitly about the Scourge attacking Gilneas.
