Eh, I'll believe it when I see it. Blizzard doesn't care much about ANY character customization that's not super-easy to do (titles, mounts, and pets are very easy). They don't let you dye your gear, have a gear set that you use just for looks, customize how abilities look (ostensibly minor glyphs would be for things like that, but hardly ANY minor glyph does this), and when making a new character our choices are still a joke compared to almost any other MMO out there (and make no mistake, they could have updated this at any point).
You could argue they would rather do other things, but let's be honest here, WoW makes more than enough money to hire some new developers JUST to provide more character options.
