In much the fashion of the Death Knight starting quests, place world bosses through out Azeroth that are un-seeable/unavailable to those who have done them that week or even monthly would be interesting. I always thought it would be fun if Edwin VanCleef broke his ship free from the Deadmines and escaped to the waters outside of Westfall, like in "Goonies", and have a swashbuckling battle at sea as a weekly raid/world boss.
