I say just do world bosses like Omen or holiday events like the Headless Horseman in Goldshire. Instead of dropping loot, there would be a quest that pops once the boss is killed and you can turn in the quest for a bag of random loot that has a possibility of containing rare drop items or for rep with a faction or some other reward. That way there's no need for groups or being concerned with who "tagged" it. Sure, some people would benefit that didn't kill the boss if they happen to walk up once it's down, but the real fun of it would be in fighting it together with whoever is randomly in the area making it feel like you're really saving the world from a menace. I love doing the Omen fight at Lunar Festival with just whoever happens to be there, I just like the feeling of coming together with strangers
