I think you misread something.

Spirit will ONLY appear on healer gear(cloth, leather, mail).
Balance Druids and Ele shaman will share gear with resto specs.
Balance Druids and Ele shaman ONLY will have abilities that change spirit to +hit.
So no other specs will want healer gear.

As for one line of itemization benifiting one and only one spec, so what? See also Melee DPS Mail, +sta +dodge leather, etc. Sucks to be a pally, but sucks just as badly to be a Bear or Enh Shammy.
