It's possible that if mastery is shortening cooldowns, haste will be needed to keep mana topped up.

I hope make haste useful to retri in some way though, it's incredibly frustrating at the moment as most badge loot or crafted gear has armor pen. on it and I'd hate for paladins to have to avoid haste as it could cause the exact same problems.
