Like a genie in a bottle, your wish is my command. With minimal tweaks, we can certainly get your toon ready to raid in style. When I say style, I mean style, you'll be the talk of Fountain Square. Get your whisper blocking add-on ready, because after we turn you from a moonkin to a doomkin, every balance druid in Dalaran is going to want to know your secret.Please pimp my druid. I can put out decent DPS in 5 mans if the conditions are right but I want to do more. I'm unsure about some of my talent choices and hope you can put me on the right track to ICC.

In all seriousness, you did happen to fall for a very common, and easy, pitfall with the way Blizzard designs gem slots. Luckily, most of your gear is from the newer dungeons which, for the most part, avoids this issues. It is important to keep in mind for the future though. Whenever you are selecting to gem a piece, make sure that the bonus is actually a bonus. It isn't always worth it to sacrifice 8-ish spell power to get a +5 spell power bonus. It may seem like a minor nit-pick, but it all starts to add up, and soon or later you're missing out on 20 or more spell power just due to gem choices.
As to the gems you choose, there are some other guidelines to follow when gemming for a balance druid. First and foremost, you should never be using more than two purple gems, and never any blue gems. You need to use two Purified Dreadstones in order to activate the Chaotic Skyflare Diamond, no more, no less. For your current gear, I would use those two purple gems in your chest and in your boots as those two pieces have a +7 bonus to spell power while the others have a +5. All of your other blue sockets should be filled with Runed Cardinal Rubies. For your yellow sockets, you are heading in the right direction by gemming for crit, but you've gone a little bit too far. Crit is certainly more valuable to you than haste is, but neither are as valuable as spell power. Your yellow sockets should all be filled with Potent Ametrines. Gemming for hit is certainly acceptable if you need it, however, you do not need any more hit. In fact, you need to drop some hit, so losing those hit gems is going to help. The colorless socket in your belt should always be gemmed with a Runed Cardinal Ruby.
Enchants
You already have everything enchanted, and most of them are correct, which is an awesome start. There are a few hiccups here and there though.
To start with, you'll need to change the enchant on your gloves from hit to spell power. Even if you need the hit, the difference between the hit enchant and the spell power enchant for gloves is far too great to give up. Plus, as I mentioned, you are over the hit cap and can stand to drop some anyway.
Second, there's the pants. Using Sapphire Spellthread is a great start, but it isn't the best choice that you can make. Stamina is useful if it helps you survive, however, you should get enough of it from your standard gear without the need to gem or enchant for any more. In this case, you'll want to be using Brilliant Spellthread instead. Spirit is not our best DPS stat, but it does add to our damage some, while stamina adds nothing.
Last is the boots. Vitality was passable during The Burning Crusade, but Greater Vitality simply hasn't lived up to the same standard in this expansion. Although it does not directly increase your DPS, Tuskarr's Vitality is currently the boot enchant of choice for raiding balance druids. The additional speed increase is very beneficial for getting out of fires, dodge goos, and getting back in range of the boss as fast as possible.
Talents and Glyphs
Phenomenal, really. Your talent spec and Glyphs are all spot on for a raiding balance druid. The only suggestion I would make would be to change up the point you have in Dreamstate and Intensity in favor of something such as Gale Winds or Typhoon. It isn't important, and you don't have to do it, just something to keep note of. As you start to get better and better gear, you really won't need the mana regeneration from any talents other than Moonkin Form, but there really isn't anywhere you can put those points in order to get a sizable DPS benefit.
I will say that you should drop two points from Moonglow and put them into Improved Moonfire, especially for as long as you are running 2 T9. While the damage increase on the talent doesn't play very well with the Glyph of Moonfire, the additional critical strike chance is very nice to have.
Gearing
You've done an excellent job of gearing out your toon from what I can tell. You've kept yourself aware of the haste soft cap, the value of specific stats, and gotten what, I imagine, RNG has afforded you. Right now, the only upgrades you can get are going to drops from the newest 5-mans and from Frost Emblems. There is one exception, however.
Talisman of Resurgence is not a very good trinket choice for a balance druid. While an arcane mage might love it, we have little use for it. It isn't a complete waste, but there is far better. Try getting the Abyssal Rune from out of the regular ToC 5 man. It isn't the best choice for balance druids either, but it is better than what you have and isn't restricted by a once-a-day lockout.
Beyond that, keep running the newest Heroic 5 mans every day to get whatever upgrades you can. There are a lot of good items to get from there, and you may get lucky enough to snag a Battered Hilt.

One thing to consider though is 5 piece bonus sets are really necessary. Consider the 245 vendor helm or shoulder.

Something I think that could be added into the Pimp My Profile analysis is to also look at what professions the character is using, which can sometimes improve dps and raiding in general, for example: A priest really doesn't benefit from having Mining as it gives the increase to stamina. Just a suggestion =P

Here is a shopping list for content you might be able to get with your current gear:
- Eye of the Broodmother (trinket) out of 10man Ulduar/Razorscale
- Illustration of the Dragon Soul (trinket) out of 25man Obsidian Sanctum/Sartharion
Note: Those are 2 VERY good trinkets that should get you into 25man ToC and ICC (where you can get upgrades). Actually, another good upgrade is out of 10man ICC. Shard of the Crystal Heart is close to useless. Lose it.
- Accursed Spine (25man Naxx) or Ironmender (10man Ulduar) are your offhands of choice until you can get something better at ICC or ToC. Your current one is not too bad, tho.
- Evokers Charm (vendor, Emblems of Conquest) is a good neckpiece upgrade for you
- For rings, try joining 10man ICC rep grinding raids. They are not there for bosses, just trash. That will give you rep and a very, very good ring after a while (Exalted rep)
- If you have the gold, you also want Runed Signet of the Kirin Tor, from the Dalaran JC vendor. But it should costs you almost 9000g.
- Horned Fang of the Mystics, out of 25man Onyxia (you should be able to handle it) is a good weapon upgrade for you

As for offhands, there's also Shriveled Heart from Heroic Halls of Reflection, which is extremely well itemized for a boomkin.
Also, Engraved Gargoyle Femur (2h staff) from Heroic Forge of Souls is a spellpower upgrade and afaik the only such upgrade to spectral kris outside of a raid (several upgrades in TOC 10 though), but it also carries an awfully large dose of hit and haste for a Boomkin and you'd have to be a little creative rejiggering your gear otherwise to drop hit and pick up some crit.

One has to be very careful, cause it is extremely easy to be over hit cap these days. Every point over 236 is simply a waste for an alliance Boomkin, and he is way over that already. 236 + FF + Draenei in your group = hit cap. And that is for raids. For heroics you don't even need that (or keep that, and get rid of the Draenei).

If you can use it for the Hit, then Shard of the Crystal Heart is far from useless. Using a Hit trinket generally is not the most optimal of set-ups these days, however, for a pre-raiding Balance Druid, it can be the best they can get at that time. A majority of the hit items that are currently available outside of raids are going to be cloth pieces, which can be difficult to obtain in a 5 man pug due to the way Blizzard has implemented the current loot system.

Good analysis, but there are a couple of points I disagree with:

Although this is a decent rule of thumb, it's not entirely true with respect to purple gems. You have to always check the individual bonus. For example, if you had an item with a red slot and a blue slot and a bonus of +9 spellpower, it would be worth it to stick in an extra purified dreadstone -- 12 spellpower + 3 spellpower from spirit + 9 spellpower is slightly better than the 23 spellpower you would be gaining from a cardinal ruby. Of course, this is a little nitpicky because bonuses like this are rare and because this might cause you to regem another blue slot with a poorer bonus, but I thought it was important to note.

I haven't simmed out Elasmind's gear, but most sims put haste as more valuable than crit (approaching spellpower even) below the soft cap of 400. Elasmind's profile currently shows a haste rating of 349. Therefore, Haste is likely more valuable for Elasmind currently, and he should gem yellow slots with Reckless Ametrines until the soft cap. After that, crit takes on more value (until the lunar crit cap, although that's something he won't have to worry about for some time).

Hmm, I think the WoW.com servers ate my reply to this post. On that chance that this did happen, I'll write it again, if it turns into a double post, then oh well.
1. On gems: While this is correct, that is really only an issue that you are going to come across once you actually hit the ICC level of gear. Also, you would require to have at least 3 of these items for that rule to apply, which isn't always likely. While it is certainly possible for it to occur where it is slightly more beneficial to have more than 2 purple gems, that is very, very, very rarely going to be the case for a player that is not already running ICC content. In fact, I don't think it is possible without ICC gear.
2. On the Haste soft-cap: At the time I wrote this, their armory was displaying a Haste value in the 500's. Whether they changed gear or it was merely a glitch in the armory system, I don't know.

you might also want to look at gray matter (can't pull up link at work sorry) and the moonkin repository http://themoonkinrepository.com/ for advice on managing your rotation as well as general number guidelines such as your caps. if you feel really brave, hit up elitist jerks for the actual number crunching. lastly, i find that shifting perspectives on wow.com to provide a bit of useful information on a weekly basis.

Or you could use Quartz (http://wow.curse.com/downloads/wow-addons/details/quartz.aspx) and Quartz Proc module http://wow.curse.com/downloads/wow-addons/details/quartz_procs.aspx) instead, which is my personal preference.

The general moonkin community pushes squawk and awe hard.
It is a great addon but I was never fond of it.
I use Quartz for the casting bar and love the moonkin module.
You just need an addon to track dots and internal CDs.
Whatever addon fufills that job and you like is all that is "mandatory"

I recently did a set of beginner level 80 moonkin guides on my blog (based on player questions), including one on what an Eclipse "rotation" looks like when using Squawk & Awe, where I took Murmur's suggested beginner level 80 rotation and illustrated it with screenshots. While the experts have a clear idea of how Eclipse works, it can be really confusing to beginners.

SaA is hardly mandatory for Balance Druids. I currently don't run with it at all since it doesn't provide any additional information that I need. Quartz covers all of tracking that I need, and sometimes I run even without that. Simply using Xperal, I can easily keep track of all my debuffs and cooldowns on my own. It all depends on what I happen to be in the mood to run at the time.
Each person is going to be different, and thus I find it very difficult to say that any add-on beyond Big-wigs/DBM are 'mandatory.' There are some people that like using tracking mods to keep count of their cooldowns/debuffs so that they can focus more on what is going on within the encounter and their rotation. Some people do not require these mods in order to do so.

True. No mod is "mandatory." However, I think having some mod to help track that information is helpful for beginners, since it does take extra attention to track the buffs/debuffs without better visual queues (especially if you run with 2 moonkin, like I normally do - so I don't switch based on the other moonkin's Eclipse graphic).

I recommend dropping mp5 where you can, It's a bit of a wasted stat for boomkins. Try going for the loops of arcane anger for your neck and volde's cloak of the night sky for your cloak. Also, don't be afraid of the 245 cloth pieces you can get with badges. They have a lot of tasty hit on them which can free up a trinket slot or allow you to replace your hit gems and enchants.

Since their other spec is Restoration, I assume their MP5 pieces are left overs from that set up and is merely the best that they have at the time. While I agree that MP5 is a wasted stat, not all items with it are going to be a downgrade depending on what you were using before. If that is all they have, then that it all they have. From my perspective, it seemed that they were using the best gear that they had available at this point.

I use eclipse to and Mik Scrolling Battle Text to keep track of a lot of stuff. Eclipse works with DBM and shows both proc and CD timers on Solar and Lunar Eclipse as well as DoT timers on IS, MF, and FF. MSBT gets the job done in showing what you need it to like when OoC procs, your idols, trinkets, Owlkin Frenzy (if you spec into it), and mana gained, Force Of Nature (need I go on?). It took me a while to set up MSBT to my liking but it is very versatile and the customization on it is invaluable.
