I've been playing around with the numbers a little, and I very much doubt that 4pc T10 with 2 pc 264 beats out 2pc T10 + 2pc T9. Try switching out the 2 pieces of T10 that are not 264 to T9, and I'm pretty sure you will see a DPS increase.
