You can get the Fish Tracking book from bags from fishing dailies. Go to Old Man Barlowe, do his dailies, it can also drop from those bags.

you can also buy it in trade. if you open a box and it has the book inside, you can sell the box to someone else. i've sold a bunch of these, however once you learn the skill you no longer see the book
