I'm a little confused. i have the Glyph of Frostbolt. and it is supposed to remove the snare effect. but i notice that it still adds one when i cast it. is this supposed to happen?

It removes the "slow" part of the chill effect. However, the chill effect still happens so that talents affected by chill effects such as Winter's Chill and Fingers of Frost will proc.

It doesnt remove the snare effect from showing up on your target, it just sets the snare to 0%.

So does this mean ttw still procs or not - as the snaring affect is still there just not slowing much?

Sadly TTW does not proc. You'll have to rely on other party members to provide the slowing effect to gain the TTW bonus.
