I personally submitted a suggestion to YouTube to add a "Scam" option in their flagging. I would report videos of scams like that, and in the drop-down menu, the closest thing to report it for was "Infringing my rights".

They have added a "fraud" option now (probably suggested by many there), and I have reported many videos. But I don't know how effective it is, because I don't go back to check to see if they are down. Probably not.

i gave away a fake youtube account to a WoW scammer that got reported for copyright on about 30 videos a week later lol.
