I think I'm using that staff on my balance druid, for both dps and healing. I have all the hit rating I need from other gear - at ilvl 245, for a balance druid, druid, it only takes like three pieces of gear to get to the cap - and it has more spell power and haste than my ToC items, so it was definitely a strict upgrade.
