It's not unusual to use the same voice actor for multiple characters. Not only is it more economical, but you have the benefit of using the same level of quality from someone who is already familiar with your production.
Of course, if that voice actor is mediocre, then it doesn't work so well. Fortunately, most of Blizz's voice acting is quite good. My favourite has always been the voice actress who did the voices of the female night elves and a few others:
