It sucks when a PUG wins a roll in your guild raid, but you're missing one main issue here. Without that pug, you're not pushing enough DPS, shy a tank, or missing heals. They should STILL be entitled to SOMETHING.
My last guild had some nice rules in place they announced at the start of a run or when someone would join in mid-run:
Main spec roles, then off-spec rolls.
1 Main Spec win per run, unless anyone else who would have rolled has also won an item this run.
Tier pieces are reserved for guildies and count against their 1-per total.
These rules had some level of bend to them in certain situations, but most felt it was a fair deal.
We also tried to invite the same puggers and tried to recruit those unguilded PUGs that pulled their weight and the guild benefitted from this. When the PUG members are reoccuring, the sting of losing to them is lessened significantly.
Just my two cents from the peanut gallery.
