About a year ago, the guild I'm currently in used to pug a lot for their 25-man runs. Some rules that were established to make things more fair:
1. One loot per person per raid. (Only main spec. If no one rolls main, it goes to off-spec.)
2. All loot is distributed at the END of the run. (Implemented once loot could be traded among raid members.) This was implemented for a few reasons. First off, before we did this we would occasionally get pugs who would get their 1 loot at leave. Secondly, this also eliminates some of the difficulty of deciding to roll. After all, if loot was distributed as you go, and you want a piece of loot that drops later, you either have to roll on earlier pieces and risk not being able to roll on the later piece if it drops, or you avoid rolling on earlier pieces and risk the chance that the loot you DO want won't drop. With end-of-run loot distribution, you already know everything that will drop for that run.
In addition to this, my current guild established their own guild-channel. If they came across a pug that was good, they told them about the channel, where they would always go to first to fill pug spots. It was a great way for the guild to find pugs they knew were good, and a great way for the pugs to find a raid they knew was fair and didn't suck. The additional benefit? If you can establish a group of regular pugs, even if your guild members DO lose loot to them this week, any additional raids with them will mean they won't be rolling on that piece of loot anymore. Even if your guild has TERRIBLE luck and loses week after week after week, you'll eventually get to the point where your guildies will win things over pugs by default, since your regular pugs already have the items.
The benefit on top of all that? You may discover some great people, and convince them to join your guild. It's how my previous guild decided to merge with my current one. Good luck!
