BM hasn't changed, sadly. a little bit more uptime and longer range on their buff, that gets overwritten by ret pallies auras anyways, are not going to make up the serious dps deficit they suffer compared to equally geared non-BM hunters.

BM hunter dps has been upped to what both theorycrafters and Blizzard says is equivalent to Survival dps. No one whines at SV dps, right? Tada, BM raid viable.

@Mistat: No, however, the 9% DPS boost on their most used shot IS going to do a lot to close that gap.

From the patch notes:
"Many quests which require vehicles have had their vehicle mechanics updated and improved in the interest of fun."

I am thinking the mammoth quest in Borean Tundra, the flight machine fight in Howling Fjord, and the Storm Giant King (which I hate the most; you can't see anything while on his shoulder.)
